For more than 20 years I have tried to identify the setting. I built an extreme close-up device to copy the newspaper the gent in the top hat is holding, in hopes of reading its name. I believe this is southern; the black child is almost certainly a slave, as he is wearing linsey-woolsey clothes that slaves were given, is bare-footed, and holds the hand of a white woman.
